“A Metropolitan Police spokesman told The Independent yesterday that demonstrators were more
likely than usual to be held under Section 5 of the Public Order Act, because
mourners are considered particularly vulnerable to suffering distress. The law
allows police to detain those who cause "alarm, harass or distress",
and officers will be given discretion about how they interpret the law. A
Scotland Yard spokesman urged protesters to consider "staying away"
and that, because of the vulnerable state of those in attendance, arrests under
Section 5 could be "higher up the agenda" than usual. The advice was
met angrily by protesters who described it as "draconian" warning
that the deployment of arrests under the Public Order Act that was testament to
an "era of compulsory mourning". Val Swain, of the police monitoring
campaign group Netpol, said: "This is a public state occasion not a
private family funeral. The power is so wide-ranging that it gives police huge
discretion over whom they can arrest. It is tantamount to arresting people that
are not supportive of Thatcher's ideology."
And that’s
really the bottom line, neighbours. This isn’t a tribute of an old dead senile
PM. This is a high stepping hoedown all about ideology – just like old time
Soviet parade in Red Square, any Nuremberg Rally, or the current goose-stepping
in Pyongyang. This is Cameron and his global masters laying on a show of
strength as the are busy killing the poor of the planet. And if we the people
don’t fucking like it, the jails will soon be privatised, real nasty, and good
and ready for the dissidents to check into the for-profit capitalist gulag. The

“Scotland Yard refused to confirm claims from organisers
that the symbolic protest has been given formal permission to proceed by
officers planning the substantial security operation accompanying the funeral,
which will involve up to 4,000 officers. Metropolitan Police are also
understood to be considering whether there are grounds to stage pre-emptive
arrests against known potential troublemakers who may be planning to attempt to
disrupt the military procession. Instructions on how to target the funeral by
shouting slogans and songs celebrating Lady Thatcher’s death at chosen points
along the route from Westminster to St Paul’s are being circulated online.
Police were heavily criticised in 2011 following the decision to swoop on
individuals believed to have been planning to cause a disturbance at the
wedding of the Duke and Duchess of Cambridge, though judges later dismissed a
claim that the force had acted unlawfully. A Yard spokesman said yesterday:
“Arrests are made with the purpose of preventing criminal activity. If there is
evidence, and it is necessary to prevent crime, arrests would be made.”
Finally there’s the sting in the tail of this all-devouring
scorpion in that Section 5 of the Public Order Act slithers surreptitiously into the vast and sprawling catch-all
of the 2005 Serious Organised Crime and Police Act. It’s as though, in the US,
the RICO statutes designed to combat the Mafia were applied to
environmentalists. Thus the Thatcher funeral is not only a great greedy gala of
totalitarian capitalism, but also the police arrogantly parading their power through the capital of what is already a police state.
