How close are current banking practices to RICO predicates for a criminal conspiracy?

Elizabeth Warren thinks that they are way beyond the limits. She has been making treasury department officails squirm in senate hearings. HSBC money laundering fines wre not nearly enough for her.
She asked one simple question and got not answer. "Exactly how much money must a bank launder for drug cartells to be consiered for jail time or seisure?"
The banks are greedy and stupid. I suspect they have some very high risk investments that they are still covering, and they are using all mens to hide them and look attractive to investors.
